So the only port that program will use is the Realtek USB card reader on the 7520 because that is a native 2. I would really like to get this program working on my computer and while I am not happy about losing USB 3. Thanks for your reply Rick but I had thought about this trouble shooting step long ago. The issue seems to be that the Panther Point PP chipset is one of the first laptop chipsets to support USB 3. Their advice to me was to go back to USB 2. I was hoping that setting the USB into debug mode, deleting all the drivers, and that the native windows controller for USB would pick it up as USB 2. So either setting the BIOS into USB debug mode isn't actually forcing the USB chipset to emulate 2. I could upgrade to Win 8 which does have native support for USB 3. I finally figured out the solution to this problem and my program now works successfully. Rather, there is Intel USB 3. This will remove the associated services from Windows. Once that was done Win 7 now treats my USB ports as 2.
For the record, some hardware just doesn't work at USB3. As previously mentioned, these drivers were validated for your system and you should no be having any problem using them.
